allowed smaller font for infra prognosis in map list if it doesn't fit with larger
truncated market balance prognosis everywhere to match appearance of vanilla market balance
fixed high unemployment filter in map list to subtract hiring jobs
added outline for constructed (or under) buildings in map list icons (to catch them as a possibility for downsizing)
changed negative balance building outline in state to reddish (to distinguish them from map outline)

added invisible construction queue tamer to the topbar which auto updates the system with needed info about the queue
infra prognosis everywhere changed to include queued usage (no longer needed to add them manually)
added alert when infra prognosis < 0 so this can be remedied long before market access actually drops
added under construction additional market balance everywhere
added potential mobilization balance after construction or hiring in tooltips
added conscript hiring balance in tooltips
fixed the hiring/not_hiring market value in case of exactly 0 occupancy of a building
added goods balance prognosis to market and map list after hiring and construction
