Balance:
-The generic ideology switch decisions cost 75 instead of 100
-The decisions to deal with the monarchist plot are visible even if you haven’t completed the focus that unlocks them
-“Disrupt Monarchist Communications” takes 28 days instead of 14 and reappears after 70 instead of 50
-Instead of automatically disbanding when below 5% evil support, the Monarchist plot unlocks a new decision to arrest Vidumarh when below 15% evil support. This decision, once completed, ends the plot.
-“Reform the Legal Code” and “Institutions of Democracy” each give 7.5% Freedom support instead of 10%
-“Reclaim Rightful Fiefs” requires 65% war support instead of 75%
-“A Cause Worth Spreading” requires 80% freedom popularity, 80% war support, and being in a war using the “Spread the Revolution” wargoal
-“Limit the Powers of Nobility” now requires only one of its prereqs, but will add 10% opportunism support if either are not completed
-Merchant Houses focuses cost 20 political power if you have finished the “Great Merchants Factionalism” by founding the Republic
-Focuses that only grant Merchant Houses BoP will bypass if you have finished the “Great Merchants Factionalism” by founding the Republic
-Focuses in the election branches of Dorwinion’s tree that only grant Balance of Power will bypass if their side wins
-“Home of the Revolution” only accounts for Republics in your faction
-Founding a sister republic spawns approximately 1 militia division per target’s 5 million population
-Dorwinion’ low stability event while the Election power balance is significantly on either side will always be a custom one relevant to the election
-Each level of “Demoralized Army” is less severe (5% vs 7.5%) but Dorwinion starts with level 4 instead of 3 (2.5% less starting debuff)
-“Demoralized Army” no longer decreases army attack
-Removed Mordor’s focus “Integrate our Gwaithur Allies” since that’s covered by the Melkorite BoP
-Made several Mordor focuses 35 days to accommodate new focus order
-Mordor’s Dagorlad settlement decisions start at 50,000 manpower cost & increase by 20,000 each time
-Added 2 technologies that boost wine production
-Heahand & Ruscovuld start with Merchant Republic subideology which does not block “Spread the Revolution” casus belli

-Dale & Erebor start in the “Northern League” faction instead of exchanging guarantees

Features:
-As long as Sauron rules Mordor, all other Melkorite countries have the ‘Shadow Worship’ Balance of Power. The left side increases autonomy and opportunism support, while the right side decreases autonomy and boosts Melkorism
Map:
-Added a few railways to Gwaithurium and upgraded several more to level 2 or 3
-Increased the harbor levels in Angrast
-Added impassable borders to the Dorwin mountains & redid the heightmap
-Spawn victory points on 4 provinces when setting up Nurunkhizdin
-Added 3 small rivers to Banimyrr
Balance:
-Custom subject types for Sauron
-Sauron no longer demands submission, but rather gives severe Melkorite drift. This drift can be removed, but grants him a wargoal
-Melkorite countries cannot manually justify war or call non-subjects as allies until Sauron Unleashes the Darkness. Unleashing the Darkness is now a single decision that declares war on all countries with the “Wrath of Sauron” idea. Any effects that would have granted “Wrath of Sauron” directly grant wargoals after the darkness has been unleashed
-Removed the vanilla Fascist autonomy states; all countries now use generic autonomy types unless they have a unique set
-Sauron gains decisions to core any state with an Orcish core and low resistance
-Mordor’s focus “Mobilize the Far East” grants every easterling puppet of MOR 4 factories & slots. It only takes 35 days
-Reduced several of Mordor’s focuses to 35 days
-Easterling heritage grants +25% supply node range
-Orcish heritage mitigates war stability penalty & grants weekly reduction of casualties war support
-Melkorite countries start with 30% resistance in all newly acquired states
-Melkorite countries have an occupation law that increases resistance and requires a larger garrison, but boosts resource & factory extraction
-Rhun’s divisions start with XP
-Gwaithurium’s ‘Send Tribute to Barad-dur’ focus no longer unlocks decisions, but rather sends a single event to Mordor with larger rewards if they accept
-The ‘Send Tribute to Barad-Dur’ decisions are available to all countries with the ‘Shadow Worship’ balance of power
-The decisions cost 25% consumer goods factor, up from 10%
-It costs Mordor 25 political power to reward tribute, up from 10
-If the tributary is Mordor’s puppet, rewarding them grants 75 autonomy rather than costing political power
-Mordor gains 10000 construction capacity, rather than a civilian factory, from tribute
-Dathabha and Tawarteleh start with higher stability
-Troll units start with leg infantry instead of towed infantry
-Misty Mountains & Gundabad start with a warg template
-Windy Mountains start with templates
-AI will research the metallurgical/carpentry/agricultural techniques technologies
-Orcish heritage intrinsically grants access to Trolls
-Influencing Rhovanion has a maximum gain of 0.25 per day and costs 0.25 pp per day
-The generic civil war event activates a mission giving you 60 days to avert the war
-AI is much more likely to take “Proclaim Kingship of <culture>” focus

-Applied the Numenorean technology icon set to Arthedain, Anfalas, Cardolan, Harondor, Ithilien, Pinnath Gelin, and Umbar
-Applied the Orcish technology icon set to Dol Guldur, Gundabad, and Windy Mountains
