Removed most of Rohan’s old content including the entire focus tree, starting ideas, events, decisions, and leader traits
Rohan has mutually exclusive branches for Grima, Theoden (Loreful), and Eomer to navigate the power vacuum caused by Theoden’s illness. Your opponents will automatically progress down their branches
Completely reworked the Rohirrim civil war
Completely reworked the Fyrd system

Balance:
Decreased all population & manpower by a factor of 10
Cavalry use 60 manpower instead of 50 (the size of a Rohirrim éored)
Increased the impact of casualties on war support
Rebalanced all Rohan characters
Rebalanced Rohirric heritage (and renamed it ÉothéodHeritage)
Replaced all of Rohan’s designers
Reworked Rohan’s starting order of battle
