- Publishing Industries increase literacy from wealth in the state they are located in.
- The Propaganda PM for Publishing Industries reduce, but do not fully remove, the literacy gained. It has a greater effect on effect from state turmoil and reduction in radical from political movements, and decreases expected SoL from Literacy in the state by 1.
- Minor bug fixes.

- Some Labour Association laws increase minimum wage.

- Free Construction is based on population (1 per milion pops, minimum of 2) rather than 10 for all countries. This can be adjusted in game rules with a host of various options.
- Extremely Low Interest rates no longer completely protect from mass insolvencies, but does substantially reduce their chance.
- Adjusted some Business Cycle events.

- Increased bonus pop attraction to locally powerful IGs under Federalism and Confederalism from +20%, to +30%.
- Fixed Two Party system party attraction.

- Federalism & Confederalism: Reduced requirements for the Powerful Interest Group modifier from 20% to 18%, and for the bonus to double from 40% to 36%.
- Rebalanced state bonuses from powerful local interest groups.

- Federalism and Confederalism gives each Incorporated state a modifier based on the strength of IGs in that state. This is updated every six months.
- The modifier gives some small buffs/debuffs (for example, powerful Intelligentsia in the state slightly increase education access), boost or reduce pop attraction to different political movements (for example, powerful landowners increase attraction to pro-slavery movements in the state), and give a bonus to pops joining the interest group in the state.
- Fixed a bug with the new Cinema prestige good.
