- fixed riot background music not escalating when calling elite ops

- restored legacy riot escalation music (used to play until Alpha 19 inclusive). It has a 50% chance of playing instead of the usual riot escalation music. The game can also cycle between them if the riot draws out for too long

- updated description tooltips of scripted objects to be more clear on how to use them

- consistency: weights bench can now be used by shackled inmates (similar to the rest of gym/yard equipment)
- improved or corrected some strings, mostly gym/yard functional objects

- (cont.) annoyance: arcade sound place and idle sound event audible distance and volume decreased: you now need to zoom in on it to hear it

- updated Three Strikes Training and Flower Therapy description with redirects to wackypanda's upload:
