More ammo economy changes!

Changed:

- Most specialty ammunition doesn't require the normal in crafting, instead having a decent cost makeup.

- Renegade Compact Grenade Launcher now has a reduced launch velocity, as to make up for the fact it's one-handed.

Fixed:

- You cannot use gauge sets for magazine manufacturing anymore. If you used this bug without notifying me of it, you are greedy and selfish.

- Noise-Cancelling Headset is now Industrial Headset, and comes with a fitted worklight. No batteries required yet.
