Removed all priority from Bretonnian barracks and created anti-synergy rules to rule them out even more. The AI should not build them again.

Added basic support for Tier 4 Minor Settlements to this main mod. The currently separate Tier 4 Minor Settlements version of AI Construction Priorities Reworked will eventually become a submod to this one, only including logic overrides that make sense for Tier 4 Minor Settlements rather than being a 95% duplicate of this mod.

Also included:

Bretonnia: placed a modest synergy on religion buildings in minor settlements (they still prefer them in majors because Grail Fucking Guardians). Removed mistaken rule forbidding the construction of a stables in minor settlements in the minor settlements first two tiers of growth. (that rule remains in place for other factions - they all go for barracks of some sort, while Bretonnia NEEDS a stables).

Increased building priority on Landmark Ports. Most of them had the same values as regular ports until now.

Sorted rules into the appropriately named DB entries. Landmark Ports rules are in !Build_Ports instead of the landmark entry now.

I had accidentally FUCKED several tables in this T3 version of the mod while I was sleepy. Thankfully, I was able to copy the data back over from the T4 minor version of the mod, which thankfully I did not wreck at the time, too. Hah.

Recruitment building chains that max out at tier 3 should no longer be built in major settlements. If I have missed any that should be added, let me know.

Added a few settlements that had been missed for previous rules, like Tor Yvresse and Drakenhof.

About 35 new lines/rules added.

Added logic to prevent duplicate barracks construction by Skarsnik and Wurrzag. Thanks to Incata for pointing out what I needed.
