Chems and Opiates now give variable amounts of EXP based on their potency when applied to yourself. This is an attempt to make opiate/chem addiction more of a problem within crews

Adjusted fabrication recipes, prices, and availability of diving suits as well as how seals and helmets are spawned within suits. Should hopefully have less missmatching helmets to suits.

Added the far more organized pirates, less easily scared and better equipment.
Added a new variant of the Bandit Creeper
Made a sprite for Seals instead of the funny google png
Turned down the spawn rate from literally 100% on bandits/pirates
Turned the bandit version of Creeper bandit only but made a special version for the player to pilot
