- Reduced the price threshold for transportation (for railways) and electricity (for power plants) to 33% more expensive from 40% more expensive to trigger auto-expand of those buildings more reliably when it's needed.

Goverment Administrations now expand if you need tax capacity or if you have negative bureaucracy and would need more tax capacity very soon anyways. This prevents the issue with god admins filling the whole construction queue with requests if you drop below -10 bureaucracy for 1 second.
