- Replaced Occupy Ruins dilemma with new Occupy Ruins under-city building.
- Under-Cities now use the same system as The Changeling's cults, meaning they can recruit lords and heroes. These features are disabled by default to preserve the intended Skaven under-city experience, but can be re-enabled using MCT.
