MIOs
* Updated existing MD policies to use the proper equipment values so they actually show. (not sure why MD hsn't done this yet)
* Readded some vanilla policies
* Made minor tweaks improving many policies

MISSILES
* Added air_ground_attack values to ballistic missiles
* Increased air_bombing values to cruise missiles

RAIDS
* Increased AI chance to respond with war if nationalist & superpower. Subtly increased if neutral
* Changed MD's code which prevented AI from choosing war as a response to a raid if they're already at war. Instead, lowered the base value of the war response.
* Increased add_war_support value from 10% to 20% when choosing to retaliate
* Increased base chance to choose retaliate option from 40 to 60
* Increased AI chance to retaliate if nationalist & superpower. Subtly increased if neutral
* Lowered base chance to demand reparations from 60 to 40
* Modified diplomatic protest option to only be chosen if significantly weaker and historical focus is on by removing nationalist, neutrality and NATO member modifiers.
* Increased the effect of power strike raids [energy_gain_multiplier from -0.05, -0.15 & -0.25 to -0.15, -0.25 & -0.50]
* Added dynamic modifier to event upon failure to respond decisively to a raid that adds stability_weekly = -0.05 and drift_defence_factor = -0.1 for 30 days
