fixed randomly placed reactors exploding instantly as soon as no legitimates are detected

somewhat decreased overall frequency, chaos edition was too chaotic now
chances of exploding are correctly mentioned when max frequency is reached and frequency values are changed (it's based on frequency)

slightly changed the splash text on load so it blocks less and made the right click to close more visible
team with the least bases is slightly more likely to get a random device
