- Again some minor bugfixes that i forgot what it was about.
- Fixed the Institution file.
- I deactivated the Euronative and the native government reform, it should now stop them from appearing twice for custom nation, plus i dont use them for now.

I would say that 2/5 of europe has been cleaned, the rest is coming soon.

Added some old world country as tribal kingdoms. Here they are :
- Wale (Gwynedd and Carmarthen)
- Gaeldom (Inverness and Sutherland)
- The Isles (North Hebrides and South Hebrides)
- Scotland (Argyll and Perth)
- England (London and Essex)
- Cornwall (Cornwall and Devon)
- Northumberland (Northumberland and Scarborough)
- Portugal (Madeira) as a republic
- Spain (The Canaris Isles (Both)) as a republic
- Majorcas (Menorca) as a republic
- Denmark (Sjaelland, Fyn and Lolland)

- Updated it for the latest patch, but had to replace the history modding by adding a decision that remove western lands.

##### Decision
- Added six (6) new decision, for modernization of primitive nations. They all require to have adopted feudalism and to have changed governement type (Not be Native or tribal).
- Two of the decisions are for Native American, to become High American. One require 100 development and a ADM tech of 10, the other need a ADM tech of 12 and a alliance or royal marriage with someone from the high american tech group.
The remaining 4 are for Oceanic primitives. They require ADM tech lvl 12 and a royal marriage or an alliance with someone of the wanted tech group. The available choice for now are Chinese, Indian, Muslim and Ottoman tech group.

@@@ I do want to thanks "Spooky Elite" mod, Modernize Tech, for being the inspiration for this new decision. Was actually browsing the workshop when i saw his mod, and it looked like a good idea. Was planning to only do a decision for the american nations, but decided to add some for oceanic nations too.

##### Institution
- Starting with Renaissance in the Year 1500, all Institution will now appear after 75 years. Was going for 100 years but felt like it might be too much already.

##### Ages
- The age of Reformation now start in 1550 and require that the new world institution appeared, instead of protestant. Was wondering why it did not change in my game, so fixed it.
- The age of Absolutism now start in 1725.
- The age of Revolutions now start in 1875.

@Will tweak it if anybody got feedbacks.

##### Decision
- Did a fix for the recruitment decision. On my current playthrought i saw way too many had -999 DIP power, and the cause was the 20+ explorers that they had recruited.

##### Decision
- Finished the decisions rework for now. Most countries in the Americas colonial Nations can be formed by native american, once they reach Feudalism, but the AI should not do it for now.
- Added a Decision to form Kalinago, a new Nation set in the Caribbean.

##### Country
- Added the first new formable country fro Natives, Kalinago. It is a Taino (arawak) country, following the new Atuan religion.

##### Religion
- Added a new pagan religion, Atuan. They use the Deity system (Spirits), and are axed toward Tolerance (Might change it later). Each Atuan deities are available to a culture group, but if you own a province or is allied with someone of that culture group, you gain access to that deity.
- Added 4 deity for Eastern Algonquian and 8 for Plains Algonquian.
@ For now the Atuan religion use the Norse icon (The icon is ready but i got no idea how to implement it) and is not available in the world by default, will add way to convert to it later.

##### Ideas
- Reworked the priority that the AI take Exploration and Expansion ideas.

##### Map
- The new country will be there ingame if you start the game at the year 1598. I dont recommend it, cause i haven't cleaned the Americas provinces.
