Made the rulers deactivable (on a per Ruler basis). Deactivating them will disable their techs, weapons, and armor from appearing in the game.

THIS SHOULD NOT BE DONE IF YOU HAVE A RULER IN YOUR BARRACKS. AS IT WILL BROKE THEM (if you do it for a ruler you didn't "recruited", it should not break anything)

The toggle are in \config\XcomGameData.ini

If you want the bug back (eg. Have the berserker queen have any class, change the `+AllowedArmors="BerserkerQueenArmorCat"` to `+AllowedArmors="Soldier"`

Changed the berserker queen :
- the punch should now scale with armor level
- Added 3 new armor (conventional, plated and powered)
- New passive ability for each armor level (health / armor / mobility boost)

- changed the config. There are now folder that help to keep the files separated.
