- Fixed a bug with the Railbuilder when building them with districts that replace the industrial zone (i.e. Hansa, etc)

- Changed the Railyard so it now only adds a trade route if there isn't already one provided by a market or lighthouse.

Balancing
- Removed the free Railway Engineer when a Railyard completes

- Finishing a Railyard now correctly adds a Railroad to the Industrial Zone tile

Fixed a bug where when Theodore Judah was activated, not every tile in the city with a road would get upgraded to a railroad.
