Forwarded latest tech changes from base mod
Added new sub-techs for Medical Support units, each boosting medic support health and adding a unique secondary effect. The last one unlocks Medical Robots so the poor medic Protectron has some use.
Logistics companies still have a little extra org.
Combat Engineering techs not reduce river crossing and wet combat penalties with bridges.
Tweaked other sub-techs to provide less Organization
Re-added Organization on new "Combined Arms" techs, designed to make it easier to mix in Weapon Infantry and use non-weapon support companies.
Added Elite Training options for light special forces because they don't get shiny power armor
Added Decision to give Radios to your non-combat support companies. Mathematically this is a terrible idea, but if you have the economy to be so decadent, don't let me stop your dreams.
Finally moved Support Equipment 2. It's still a meme.
