Send Investors : 15 => 30 pp

Annex State : 0 => 75 pp
Influence State : 0 => 25 pp

Update 1.6.4

• Changed proportion change from 10% both to 15% for smaller countries and 5% for bigger (smaller impact on smaller countries and bigger for bigger ones)
• You can no longer influence more than 3 countries at once
• Influence Power gain changed from 50% from daily political power to 30%

Update 1.6.3

• You can now influence Major countries.
• AVG influence level required for majors is increased by 50%.
• Required Influence Power for Majors changed from 15,30,60 to 30,60,90. (Send Investors, Send Factories, Send Investment Expedition)
• Added mutually exclusive with "have a shore" requirement "Have access to Air". (have at least 10 transport planes and (you and target) have an airbase)
• Tweaked AI to influence Majors.
• Fixed old Influence level limit not allowing to go above itself with the new system. (Old limit: 10.2 if country is not puppet of yours, 15.2 max | New limit: 20.5 and 30.5)

Update 1.6.2
• Added proportional Influence requirements. Basically, you now need less influence to takeover smaller countries and more influence to takeover bigger ones. The requirements are proportional meaning that they will keep the set percentage proportions no matter the scale.

Previous avg was static with values of 5.0 10.0 15.0 for each stage of influence (Friendly Agreement, Take Over and Integrate), now it has lowest and highest point: 3.3 6.7 10.0 (33% from the base), 10.0 20.0 30.0 (double the size of the base)
