Added an additional check to prevent the construction of multiple Orbitals above a planet.

Orbital Zoning now requires either Habitat or Orbital Ring tech to use, preventing it from being used early accidentally.

version 2.5 "New Horizons"

Reworked and rebalanced Orbital Habitat decision to be in line with the new 3.9 Orbital Habitats.

Added new decisions to create major and minor orbitals using the space elevator. (Thanks to Danboy and President Memes for their help with that.)

Removed bonuses for trade and leisure districts, the 2.5% resource bonuses from trade districts have been added habitation districts and its amenities bonuses have been halved from 5 to 2.5 per district.

Raised the bonus cap from 12 districts to 20 to accommodate the new larger habitats.

Removed the mass transit space elevator as it's associated mod is now defunct.

Made minor tweaks to space elevator localisation.

Orbital zoning cannot be conducted until you have cleared the orbital debris in the Payback origin, if you somehow manage to build a space elevator before then.

Added a check to prevent Orbital rings from being built around planets with pre-existing ruined orbital rings.

Space elevators will no longer lose their bonuses if you build more than twelve districts on a habitat.

Space elevators can no longer be build on planetary diversity asteroid habitats due to it breaking some decisions and overall not making much sense, they can still be build on all other types of planetary diversity habitat.

This change will only affect users of the planetary diversity planetary habitats mod.
