Fixed the Spread Feminism Decisions. I accidentaly had mechanic still in place, that prevent it from working on non major countries. This was a safty mechnism until the generic focus tree has been released. Obviously that already happend!

The chain of events has been changed. You can now use the "Accept the gift of Power!" Decision again. It's purpose now is to freeze the chain of events for 1 year. In exchange it helps relaxing the situation in your country.
