Alpha 1.454a 'Indoctrination' Part II

Commander system/menu is now functional for US Army.

9 Commanders for US Army, that can be selected from main HQ with more coming in the future. (1 remaining commander is still Work-in-Progress)


Implementation of commander system/menu and new commanders for OKW was delayed and will come in part III.
US Army AI can't use these commanders for now. AI will be set to be able to use those in an next minor patch.
