Anti-vehicle snares will now check if it can actually snare the vehicle.

Reintroduced pop cap reserves, the AI will not build units when there's less than x pop remaining.

More smaller adjustments to USF officers (less of them) and UKF officer (also less).

Redid the Volley Fire code, now it will properly check requirements before it is executed. Also some other minor adjustments.

Adjusted Tulip rockets so it will only fire on non moving vehicles.
