German Changes:
- German tree has been condensed a bit so it doesn't take up as much space on the screen
- Axis members can now see the Inner Circle and Autarky GUIs
- "Overburdened state" debuff applied to looted states now reduces factories for the duration by 30% instead of 40%
- IG Faben no longer grants 5% industry research
- Should (finally) have a fix for the issue of capping the soviets not counting as one of the majors needed to cap for "The Supreme Leader"
- Partial Autarky now caps you at 80% consumer goods instead of 90%
- Germany now starts at 2% consumer goods ticking instead of 2.5%, but Price Controls no longer auto lowers it by 0.5%, removed due to it being rushed anyway, or not being rushed and harming less skilled germany players
- Autarky Rubber requirement reduced from 4.5k to 4k
- Added new warning to the focuses for right side germany that INCREASE consumer goods so people hopefully don't blindly click them

- Updated to Patch 1.15.4 From Vanilla, incorporating almost everything
- Didn't update Henschel from the Light Tank Designer to the Infantry Tank Designer that Paradox added
- Refineries are take 10% damage instead of 5% damage from Strat Bombing because Paradox adjusted how Strat Bombing Targeting works. Probably more changes needed to re balance due to them no longer just focusing on the nearest buildings to the airport instead of equally across the zone.
- Can't use Guerrilla Tactics if enemy shore bombardment is present (Only way I can try to prevent it from occurring during naval invasions)
- Fixed a bug where Italian "Defend the Empire" was spawning some forts in Ethiopia instead of Cyrenaica
- German AI has been further improved to build more radios and stop building Heavy AA, Heavy Artillery, and Strat Bombers. Should have it actually do its focuses more due to this to get to war.
