- Elephants now use 30 pack artillery instead of regular artillery
- Fixed an issue where Camels were getting 15% move speed on plains instead of 5% attack and 5% movement
- Set Game Rule Cap of 5 volunteers on Majors for SCW on by default
- Added new game option that will apply the 5 cap, but prevent Japan from sending volunteers and instead giving Italy its normal spirit that gives +3 volunteers to Spain. Gives them 200XP in their tree to compensate for the loss of XP. Designed to make it so Japan doesn't need to spend time microing spain without hurting the Axis ability to win the SCW.
- First marine doctrine no longer gives 5 naval invasion capacity
- Shore Parties (right side 2nd choice in marine doctrine) Amphibious Attack/defense/movement nerfed from 25/15/20 -> 15/10/10 (now matches the jungle bonus on the left choice)
- Pioneer Support Company (from marine doctrine) now only applies its org multiplier to Special Forces instead of all infantry (make it useful for marines but not giga buff non marines) This means it will now apply to Amphibious Mechanized
- Moved 10% Amphibious attack for engineers from the 1936 tech to the 1942 tech
- TFB "Assault Engineers" have been removed. Now, the tech labeled "Pontoon Bridges" will just increase the cost of the default Pioneer battalions to have the same as what TFB Assault Engineers had, and give them the Amphibious and River bonuses. This was done because it was just a knowledge check whether or not to use them. This essentially uses the same system as adding radios to the battalion to make it more expensive but give more stats, so it can be skipped if you don't want to spend that cost over your entire army.
- Added a new trait that decreases experience gain of Generals leading Volunteers by 40% to counteract some of the other increased XP sources. Should reduce how strong some of the Axis generals are from the SCW. Should be applied automatically and removed automatically
- Preserve Greater Romania spirit now gives 10% core attack and defense and -15% supply on core territory
- Romanian "Demand West Banat" focus now is 35 days instead of 70
- Removed Romanian focus to get land from Hungary

- Fixed an issue for the Yugo tree with the Croatia path not having the correct manpower modifier
- Croatia path "Legitimized by the Pope" reduced from .2 to .1 weekly stab
- Yugoslavia "Led by Royalty" idea now gives 20% Leader XP gain factor instead of 40%
- Fixed a bug where armored car research didn't have the correct categories for research
- Releasing Pakistan no longer gives them the medium tank chassis + Sherman
- Supplies from Military factories in a state .02 -> .01
- Non army leaders shouldn't get the Doctrine traits anymore
- Doctrine traits that get applied to generals and field marshals is now the third doctrine instead of the second
- Scout Planes Air Agility and air defense reduced to 1, and they can't do training any more. They now also give 0.01 air superiority per plane to make it clear where they are operating
- Flying boats can no longer do the recon mission

General/Army Changes:
- Land Combat Org Damage (Global) 5% -> 4.5%
- Army Leader XP Gain in combat 0.125 -> 0.2
- Re-added Masterful Blitz tactic
- Tactic can be found in "Modern Blitzkrieg"
- Germany gets it after completing "Adopt new Panzer Doctrine", Soviets after "Tank Riders"
- Rokossovsky, Messe, and Rommel all changed from Armor Genius to Armor Expert
- Bulgarian "Nikola Mihailov Mihov" no longer has fortress buster
- Canadian "Charles Foulkes" no longer has Cavalry leader
- Canadian "Bert Hoffmeister" no longer has Panzer leader
- German "Erwin Rommel" now starts with panzer_leader and "Frontline Panzer General"
- Reckless Trait wound factor decreases from 50% to 25%
- Soviet "New Officers" military leader cost factor nerfed from -33% to -20%
- "Heritage of Accomplishment" Filed Officer Promotion Penalty reduced from -100% to -50%
- Unit Leader Attack and Defense pips strength reduced from 2.5% per level to 2% per level (So a general with 5 attack has 10% Attack instead of 12.5% attack)
- Generals and Field Marshalls can now reach level 10
- XP Needed to level up changed from 100/300/500/1000/1500/1500 to 100/200/400/800/1600/2000
- Volksstrum doctrine bonus changed from 5% core stats to 15% militia stats, and also unlocks militia

Command Limit Changes:
- A number of updates to the Commander Army Size, with the goal of making it more dynamic based on your general traits and your doctrine
- Mass Assault increases division commander army size by 20
- Grand Battle Plan increases by 10, but increases general XP Gain factor by 25%
- Superior Firepower increases by 10, but increases general XP Gain factor by 25%
- Mobile warfare offers no gain, but increases general XP Gain Factor by 50%
- Cavalry Leader and Panzer Leader now cost 50 XP instead of 1k, but no gives 10% Cav/motorized/mechanized attack and 7.5% Armor speed and attack respectively. They now only reduce division count by 12 instead of 14, and now give 100% xp gain factor to the commander rather than -10%
- Taking either will automatically REMOVE the leader trait for Commando, and Panzer Leader/Cavalry Leader respectively. It also removes any of the doctrine bonuses they may be getting listed above to Division Cap and XP Gain
- Commando now only costs 300 xp instead of 700, and also has changes from -10% leader xp gain factor to 100%
- Added 2 new Traits
- Frontline Panzer General, requires level 4 general, and gives a large buff to armor attack and defense as well as increasing XP size, but further reduces general cap by 5. It also greatly increases the chance of using Masterful Blitz. It is mutually exclusive with the other new traits as well as Cav Expert and Panzer Expert, and requires you to have Panzer Leader.
- Panzer Expert now requires level 3, and now reduces cap by 2 instead of increasing by 2. Its retains its moderate bonus for armor attack and defense
- Combined Arms Expert no longer gives 5% attack and defense to motorized, and now also grants an entrenchment debuff, and no longer increases division cap by 2
- Mass Motorization Expert added, which requires only Level 2 general, and has a cost of 500. It increases army commander limit by 6% and grants 10% motorized attack and defense, with a -25% unit xp gain factor. It requires the Cavalry Leader trait.
- Cavalry Expert now sets max army size from 14 to 12, and halves the cavalry attack bonus as well as also granting an entrenchment debuff. It also gives 50% leader xp gain reduction

- Being at war no longer stops you getting MIOs (E.G. Romania can always use the Polish Infantry Tank MIO, whereas before they would lose it when they went to war with the allies) (This applies to ALL MIO's in the game)
