added a few logic checks to the transfer / consolidation decisions so that nonfunctional transfers (e.g. trying to consolidate counties, transfer baronies) are not allowed.

I accidentally forgot a single line of GUI code. It's been re-added.

Fixed some old code, removed compatibility with mods that have since been obsoleted by the game itself which were causing issues. Hopefully none now!
