For Eovaltans: Global P changes, 2 new weapons (Rune of Bubbles and Rune of Shards) and 1 new ship (Edward The Stupid)

It's time for that Eovaltan update I'm sure everyone was waiting for! They now have shields and a dedicated PD laser, along with major nerfs to their hull and buffs to their generators. But never fear, all you diehard Eovaltan fans who definitely exist, they're still essentially a gimmicky meme faction. They're just a lot less annoying/boring to play now.

Big balance changes for the Silexians: increased the power of their basic cannons and slightly nerfed their armor, also drastically reduced region density

Changed region IDs because apparently vanilla regions weren't being overwritten for some people

Sweeping buffs for the Scourge (Eovaltans next, woo)
Buffs for almost every stat of the Acid Spike Launcher, Defensoid, and Nucleoid Cluster
Greatly increased hull durability
The Corrosion Spreader now costs the same as the Volatile Sac Launcher

Made the Silexian regions actually spawn in, and also nerfed their largest ship by removing the factory so that it doesn't spawn from damaged stations.

Unlocked the KOTV warp drive in campaign and buffed the energy efficiency of their small shields.

Gave said generator the proper P cost and location in the upgrade menu

Gave the KOTV an early-game generator because their progression felt very slow without it
