Added content for the Created faction:

- Added two new portraits to the Created portrait set:
1. High Auxiliary Sloan
2. Executor Supersoldier

- Added the Executor army with the prerequisite research "FIREWALL Contingency" to unlock the new army type.

- Updated the Created namelist with the new army type.

- Updated Forerunner NSC ship reactors and thrusters to align with the changes made in the NSC mod.

- Added missing upkeep to all Forerunner reactors.

- Updated Forerunner megastructure placement rules for Halo Ring construction yards.

- Fixed an issue where the firing the Halo Tactical Pulse will destroy the owner's fleet in-system instead of going mia.

- Due to their comparable strength to Fallen Empire buildings, most Forerunner buildings must now require the appropriate tech research to unlock:
