New Features:

- No need for the "Form the reichskommisariats" focus, as they are now available from the start.
- Flags for every protectorate
- New coring decision for Germany to expand her core states

Bug Fixes:
- You should now be able to create Serbia again, even if you have created Hungary before.
- You will now see what territory is missing you for the creation of Reichskommisariats (for Scotland and Siberia)
- You will now be able to core your territory again via the decision.
