- fixed bug in Cargo Station / Truck when you change the station type while some stack is still on the floor.
- Cargo Stations will now remove deliveries/exports stack when changing the station type.

- fixed large jaildoor position on the small cargo stations (it spawned 0.5 tile too low)
- fixed prisoners not spawning at the intake queue tile in the terminal room

- fixed prisoner truck not loading sprites correctly
- fixed prisoners spawned at the traffic terminal with devtools not being Shackled upon delivery

- some small tweaks to Traffic Terminal:
- when it finds stuff during its first scan cycle, it will reposition the checker to the top left corner of the room
- scan cycles reduced from 3 to 2 before sending out cargo to deliver
- stations accepting Plantation cargo now also get Garden/Greenhouse stuff (used to go to Other)
