Fixed an issue that left behind which is intended to buff against catalystic processing civic that can produce mass alloys with minus food storage.
Now catalystic processing cannot trigger the Amp. Mode.

Updated to 3.4.*
Mixed localisation as vanilla did.
Changed "Trans-Gen Plants", replaced reduce orbital bombardment effect with 5% terraform speed buff.
Buffed "Proclamation Broadcasts" with edict fund 2 → 5, base influence income 0.2 → 0.25.
Tested Amp. mode events, basically functional without issue.

Updated to 3.3
Adapted admin capacity tech to decrease empire size slightly. It should have a moderate positive effect on gameplay.

Changed regen armor tech to maximum 2 level and 1% per level, removed linear modifier.

Change ascension tech for transcendence from +100% pop grow speed to +50% and cost 100% more research point, but added extra 33% research speed modifier

Amp. mode ( hidden content ) stage 1 has its unity buff increased from +100% to +250%

Compatibility change :
Due to unknown official update which changed overwrite rules, vanilla files now will compensate for missing entry which caused removed vanilla tech reappear in your tech selections. I re-overwrited them one by one which could cause conflicts between some mods. Please report that to me if you encounter one, I'll try fixing it in short notice.

Fixed hidden edict "sword core" being used by AI which has 0 ai weight, strange.
Fixed missing content in English localisation, however this update is rather in a rush, so it may still not completed.

Changed oil refinery event, lower the chance of accidents which punched myself in the face :(

Buffed Amp. mode to make it stronger compete with certain popular mods.

Separated perc regen and static regen into different technology which perc regen will be the prerequisite of the latter.
Added localisation for oil barrel but not all translated.

Remaining job will not be finished in 2021 since I'm constructing my minecraft forge server, it will take a month to build and another month to play. Happy New Year btw.
