Added support to WSGR's crisis ascension.
Changed some tech cost and modifiers, make them work better.
Reworked Amp. mode content, nerf / improve its power.

Fixed rules issue causing tech alone cannont provide organic population assembly.
This update adopted some universal rules compatible mod, so it's okay to use.

Added APEX Amp. Mode in case of some player play Original Empire in multiplayer.

Tweaked some tech.
I'm bothered with English localisation, does anyone use this mod? Is it necessary to keep supporting English? Did I speak terrible English that full of error? Or former question has already made one?
