部分后备单位(即初始就有的单位)和替换单位人口阶级进行了微调。更加符合历史。

修正了部分城市因为主流文化不是政府主要文化的时候人口增长不享有建筑加成的BUG。
Fixed a BUG where some cities were not entitled to a building bonus for population growth because the main culture was not the government's main culture.
