small fixes (improving closing L-cluster, dragon_friendship)

Vanilla minor improvements:
* liquidate_clues (break reward if you had already the final project)
* If the L-Gates open there is a noticeable jerk/lag due the L-Cluster creation. The simple workaround was to put this event directly after each notification event.

Replaced the "tech_lgate_activation" prerequisites for the "tech_lcluster_access" with "tech_lgate_construction". (Because this tech in fact cannot be obtained anymore after the cluster opening, if you were very unlucky and had no lgate project at all).
