- Removed "Add Civilian Population" due to conflicts in code.
- Added new event to remove steel production if states exceed 100. (States with over 100 steel will have 65 steel removed, if you need more resources use the add resource buff.)
- Reduced local resource boost in "OP_Buff_Enable" from 300% to 75%. (If you need more resources use the add resource buff.)
