Decommissioned wiper squeak on dry windshield feature due to snowy weather update in the base game.

The sounds during snowfall are incompatible (although error free) with the new snowfall feature in the game, which happens to also be used by the Frosty mod.

While this part of the mod no longer works, there is some hope that SCS Software may eventually support sound for this feature given that they did some recording during snowfall on a sound recording trip.

The other features of the mod are working and should be fine in 1.54. I did intend on more updates for this mod, but with a key feature gone I think it's best to park it here for now

- The mod has been converted to the HashFS v2 .scs file format for more efficient loading.
- Version number changed to date format.
- Confirmed compatibility with 1.53.
- Dropped support for 1.49, 1.48, 1.47, 1.46, 1.45, 1.44, 1.43, 1.42, and 1.41.
