-added hitpause scaling to the physical hit of neutral special (0 -> .4)

-changed angle flipper on up special body hitbox (1 -> 6)

-increased base knockback on up special body hitbox (2 -> 5)
-added knockback scaling to up special body hitbox (0 -> .2)

-polished vfx code a little bit so it doesn't spawn multiple times in hitpause
