Fixed Fuel usage to be more real - These have become a bit more OP than they were, but its on par with real world reactors.

Typical real reactors are capable of using fuel at about 1 gram per MW of sustained power, per day. Following with that, all High Performance reactors use about that much fuel per second - SE's multiplier system is whack so I could only get it as close as I could for them. Regular reactors use about 1.75-2x more fuel.

Small Grid Small Reactors (Both High Performance and Regular) only consume 0.13mg/s, because the small power output made usage read as '0' thanks to rounding. Its still better to have the high performance ones statistically.
