A few adjustments:

1. Civic name "Ruthless Capitalism" was changed back to "Ruthless Industrialism", because this is far more accurate.
Number of according name changes:

Fanatic Industrialism -> Master Engineer
Bio Engineers -> Evolutionary Architects
Environmental Engineers -> Environmental Architects
War Engineers -> War Crafters

2. New policy: Minimum Wage

With those policy I'd like to pin point a conflict, which exists between Democracy and Capitalism. With political power given out to people, Democracy implies strong labour unions, which in turn will be demanding increased wages. It's important not not mix this with Socialism - decent wages are NOT about welfare, but rather about a political power. Idea is that if a worker has to work 24/7 to barely sustain his living, he can hardly be really engaged in political life, even being granted some formal democratic rights.

So, now Libertarian faction will be upset about Reduced minimum wage, and will be happy in case of Increased policy. Egoist faction will be upset about Increased wages, and Altruist faction will be upset about Reduced wages (but Reduced wages won't be available for Altruist anyway).

Policy "Drugs" have been modified, and now provides a wide range of "Medicine" benefits, at the cost of reduced Stability.

3. New Trade policy: Growth and Construction

Now, both "Free Market" and "Planned" allow not just one possible Trade policy, but 2:
Free Market allows "Wealth Creation" and "Consumer Benefits"
Planned allows "Social Development" and "Growth and Construction"

4. For "Wasteful Consumerism" civic Egoist faction will provide additional influence for "Consumer Benefits" trade policy.

5. Fixed a longtime bug with "Innovation and Progress" trade policy, which now works as intended.

6. "Universalism" civic now grants free diplomatic "Research Agreements".

I realized that "Industrial Focus" policy in it's current state is a bit too complicated and probably not really useful, so I decided to change it. Now it's called "Environmental Regulation" which can be set to either

Increased: production rate of Artisans and Foundries is increased, but each of them would decrease planetary amenities by 0.5

Reduced: production rate of Artisans and Foundries is a bit reduced, but each of them would increase planetary amenities by 0.5

"Entrepreneurs" faction will be upset about increased regulation in case of "Wasteful Consumerism" civic, and will demand reduced regulation for "Ruthless Capitalism" civic.

"Socialist" faction will be upset about reduced regulation in case of "Ecological Economy" civic, and will demand increased regulation for "Keepers of Harmony" civic.

Fot the moment I have no idea about the balance here, so please tell me if you feel that Amenities buff/debuff should be different.
