Now 'Planetary Processor' buildings can be built even if the related feature is disabled.

Decisions
'Planetary Factory / Processor / Server Project' and 'Automatic Production Project' decision will now add two modifiers after the planet has transformed:
1. Modifier to prevent pop assembly. (You can remove or add it again via planet's decisions tab.)
2. Simple indicator to show current district resource output. (Above or below 100%)

Empire Modifiers
Effects of 'Emotion Shock / Identity Conflict' modifier have changed and will decrease slightly faster now. (730 days to 540 days.)

Processing Capacity
Empire Modifiers
Disadvantages gained by modifiers are now scaled by empire sprawl. (Up to 500)
Advantages gained by modifiers are now changed defend on empire sprawl. (Up to 500)
(e.g. Max +110 admin cap, with empire sprawl below 50. Max +200 admin cap, with empire sprawl above 500.)

'Planet Administration Complex' building: 'Planet Supervisor Drone' job +1 (Can NOT be obtained, except when 'Noble Estates' building is converted.)
