- Scourge-crisis purges correctly AND infests the planet correctly (killing all pops)
-- The bug cannot get fixed completely by a mod, just implemented a event-based workaround to enable the crisis to spread

- Added missing translation string for job descriptions (Goole translate yay!)
- Removed amenities upkeep for pops that are being purged (why should they get blackjack and hookers anyways?)
