HP costs should now say ability unavailable instead of missing localization when you don't have enough HP left. which prolly isn't much more helpful.
Pistol Dogpile no longer needs an action point to trigger.
Pistol Dogpile is no longer uses melee hitcalc.
Flame Focus will now also give less focus for units with reduced kill contribution values (ex. lost). this is instead of checking for the headshot effect.
Fixed bugs causing a few passives to appear as activated abilities.

Fixed a bug that was preventing social dynamo from existing.
Fixed a bug that caused Fond Farewell icon to show up among activatable abilities.
Added Friendly Name localization for Shoot Out Chaser.
Fixed a bug that prevented Spray and Pray from damaging multiple targets.
Plague Spear now creates small poison clouds around targets it hits.
Blade Rave, Bullet Rave: no longer have slightly reduced damage.
Neural Feedback can no longer trigger multiple times on the same target in the same turn. (solace, psibomb bullshit fix)

Fixed a bug that was causing Unscarred's offensive portion to be calculated based on the target's status.
Added a couple failsafes to help prevent hardened shields from reducing damage to 0.
Blade Grasp: units that do not use the will system will be treated as if they have 20 will.
Regenerate: no longer triggers off DoT damage/etc, and amount healed reduced. turns out it was crazy OP.
Ruby Curtain, False Life: Cooldown can now be configured. (default 1 just prevents using multiple times in one turn)
Fixed Reblossom not displaying a passive icon.
Fixed Deadly Haze being permanant.
Fixed a config error that caused Storm Fusil to basically just be regular pistol shot.
Added config for arcthrower abilities to works with Bstar's Quick Zap. but Spare Battery is apparently hardcoded so neener neener.
tweaked grenade range effect, still has room for improvement tho.

AuroraWave now grants a barrier if PsiShield is learned.
Added the nessecary config for LastStand to actually work.
Removed the weapon disable effect from MZHostageProtocol. it wasn't mentioned in the localization anyway.
Fixed a bug with vulnrebility damage previews where it was detecting any DamageTag with the right DamageType as a match instead of only the correct tag.
Fixed a visulization bug that was causing Napalm Protocol to generate invisible fires.
Bloody Madness now hits it's 3x bonus if you'll wind up at 1hp instead of 0hp. since that's the limit for HP costs anyway.
Killing Stroke, Red Mist now gets it's maximum aim/crit bonus for spending all but 1hp instead of all hp.
Low Health Lifesteal effects now maximize their effectiveness at 1hp isntead of 0hp.
DropByDrop now will not bring HP costs below 2, but it is now calculated after DarkPotency. This is because I wasn't able to make 2hp costs without being trivialized with DropByDrop.
Added MissMessage localization for a bunch of non-damaging abilities. should make it clearer when they fail.
Reworked how animsets are given to soldiers.

Adjusted SplitArrow's focus cost to also work with mana/APA Focus.
Fixed Frantic Fire so it's properly free cost again.

new condition for GrenadeTrap (throw/detonate), should prevent it from being initialized on units without the passive.
Needlepoint Rounds effect is now attached to pistol/sidearms instead of a bunch of specific abilites.
Changed all of the remaining random fire abilities from Grimy's voodoo to a new method that uses fewer gamestates and doesn't trigger redscreens.
Aching Blood's bonus now caps at 20 characters. This only comes into play if using a mod to increase maximum weapon nickname length.
Fixed a bug that was allowing Combat Scanner to apply the bonus crit chance effect even if the soldier didn't have Improved Scanner.
Changed MZFaceoff to be a bit less hacky.

Fixed a bug where capacitor discharge would disable weapons when the soldier has GrimyHostageProtocol instead of GrimySabotage.
Capacitor Discharge and Combat Protocol should no longer play weapon unaffected flyovers if you don't have GrimySabotage. (note: won't fix the other mod that can cause this, whatever it is)
Fixed RunningOnEmpty spamming passive icons instead of reloading your gun.

Effects that boost Aim (as a stat mod, not hitchance mod) no longer apply to PsiAim.
Ground targeting PsiAim abilities no longer ignore cover. this is a nerf, yes, but i'm not keen on them just being effectively gaurenteed hits at high ranks.
