a single independent vampire added in bjarmia
history tweaks (buffed georgia)
changed vampire creation ai (creating less vampires / looking for better quality)
no more china / vampire interactions

Empty Mind now useable at lvl 3 (dominate)
added You Owe me useable at lvl 4 (dominate)
Changed targeting condition to make both useable at foreign courts if you are local.
Force Bloodoath should now work correct.
Some minor tweaks / fixes.
