- Poor Mccoy has learned to not blow himself up.

- Increases the stats of Delta/Alpha Capitals so they don't actually become a downgrade to the Ruined Variant in fields where they should have been superior.

- Rebalances Space Cyberwarfare System, Network Inhibitors and Herculean Reactor Auras so that only the former reduces tracking due to the potential issue where the enemy could have their tracking and accuracy reduced to 0%

- Network Inhibitors have been changed to function closer to the older version where it debuffs enemy fleet while buffing your own fleets, but the latter is only applied when the ship is in combat (They cannot drain power from enemy if there's no enemy to drain)

- Changes most of the hull regeneration debuff for all orbital defense buildings to flat values instead, while others have the % reduced to 1%. (I was hoping that it would just cause the ships to not regenerate, not actually degrading themselves. This way it acts more like a DOT effect instead.)

- Reduces the Ship size of Hyperion to 100

- Adds Unique Precursor Auras (Only usable by Precursor Ships)

- Fixes dummy district on Void Sphere.

- Re-categorizes various job.

- Increases the cost of all Crew Component, and doubled them on Large Utility Variant.

- Crew Components now cost power.

- Mentat Coordinators now have additional functions.

- Fixes issue with Stellarite Event not being fired properly.

- Adds a starting cap to Hyperions. An Empire can field 5 Hyperions + 1 every 500 Naval Cap. No maximum cap.

- Hyperion stats have been significantly increased as a result. Also applies to FE variants.

- Fixes Delta PAC having a T Slot rather than an XL slot.

- Fixes some events related to Phanon Coins.

- Energy Cannon has reduced range but no longer has minimum range (As its a beam weapon).

- Kinetic Artillery has increased range (So they will usually fire before the former).
