Trade goods in Spain moved around to better match actual economy in Castilla-La Mancha and Andalucia:
- La Mancha now produces wine instead of gold (cinnabar != gold)
- Huelva now has gold as a latent good
- Cuenca now produces grain
- Albacete produces spices (saffron)

More Rebalancing of coal distribution.

Around Europe and the Mediterranean, I've added some otherwise rare resources. Calabria, Lyon, Lucca, and Almeria now produce Silk. Toulouse is now a center of dye production (representing woad). Jaen now produces spices (representing saffron). Some events have been also added to change trade goods, tied to events, missions, or player decisions: Almeria will lose silk if the Moriscos are expelled (converted to Catholic and away from Andalucian), Leipzig has an event giving the option to switch to chinaware, and Catawba (Charleston, South Carolina) has an event giving the option to start dye production (representing Carolina indigo).

I realize that Valencia was also a center of silk production, but that will be handled in the upcoming (as of Nov 12, 2018) Iberian immersion pack.

Added and modified some coal provinces around Europe and South America. These should keep Western europe more on par with Britain, and give an option for the Ottomans to do some industrialization as well. Coal in and around Moscow was redistributed to encourage historical developmental patterns.

A few coal provinces moved and added to India, to account for the changes in Dharma.

Added: 2049 (Khurda), 2096 (Damin), 4416 (Tranqebar), and 4439 (Khamammet).
Removed: 2043 (Balasore)
