Update:
I’ve added two new Parliamentary issues that allow transition between the Constitutional Governments.

Re-Balanced Republic factions to be generally more powerful. Added factions for English and Constitutional Monarchies which contain less bonuses (as they still retain the Burgher and Clergy Estates), but which majorly shift the status of their nation when each is in power to simulate the historical politics of the early Kingdom of England as well as other Parliamentary Monarchies of the 18th and 19th century.

Liberals Penalty changed:
was -0.5 Yearly army tradition
now +0.5% Yearly army tradition decay

The old penalty was a bit much, especially for a player with low Army Tradition.
