MAJOR UPDATE

All quests requesting an affinity building now request a non-affinity one.

If there is a bug in this, tell me and I'll work to fix it as soon as I can.

Starting work on a major update to ensure that affinity buildings are never called for by quests by replacing those buildings with neutral ones.

This will keep them from half-forcing the player into a certain affinity to finish a quest at times.

Recreating the .civbemod folder due to it being inexplicably deleted.

Nothing should have changed, but report bugs if you find them.
