Updated for compatibility with 1.8.2. (This didn't actually require any changes beyond changing a line to read "Yup, this works with 1.8.2")

Tweaked Legendary Heroes ascension perk. Reduced bonus to Leader Cap, increased bonus to XP gain. AI Empires with a Gestalt Consciousness are now less likely to take this perk. AI Empires with the Meritocracy, Philosopher King, Pooled Knowledge, or Factory Overclock civics are now more likely to take it.

Added five new rare techs, one for each type of leader. Each one improves the level cap for that type of leader (only) by +1, and provides a related benefit. These techs all require you to have researched the Grand Academy, and show up very rarely unless you have the Legendary Heroes ascension perk. Legendary Scientists is currently bugged, since for some reason Paradox decided to handle scientist skill levels separately.

Reduced build cost of Leadership Academy. It now requires Planetary Administration or better.

Descriptions are now less placeholdery. Intensive Educational Software now also gives a +1% research speed bonus, and requires Administrative AI as a prerequisite.
