Changed Powerful Abilities to always cost 15. So it's not too OP if you get them at a low rank, but not too frustrating to get a tier where you have to pick one to rank up.

Removed all abilities from the "Powerful Abilities" list, ensuring they'll all cost an appropriate amount of AP for their rank, rather than 25.
