- If you play any other faction instead of Empire, you get a dilemma at the bginning of the game which let's you set up all Imperial states and Kislev not to attack each other

- Made penalities for losing territories more fine grained. For each two territories lost the penalties will get worse now. However, your diplomatic realtions with the Elector Counts will improve.
- Reworked the Emperors choices. The diplomatic changes are part of a seperate dilemma now and the other plocies are much more usefull and competitive.
- Added three more dilemmas: 'Taxes', 'Imperial Peace' and 'Kislev' (see mod description)
- Added one more incident that gets randomly triggered with territory loses: 'Refugees'
