- Health and shields roughly halved for Gozanti, Citadel, and Decimator
- Shield recharge rate reduced 33%
- Firing recharge rate from 1-> 4 seconds (mod standard) for primary lasers
- Rate of turn from 3ish -> 0.75ish
- Speed from 5/6 -> 4/5

We'll be keeping an eye on this still, may be an overnerf or not but better to have them weaker and adjust up than to be in the position they are which can be game-warping. If they need further nerfs, that can happen too.
