Fixed numerous bugs related to recent TWI updates and otherwise including, but not limited to;
->Melee not working on The Rule of Third wave.
->A bug most prominent in Weapon Game wave that could give the player intangible weight.
->Various bugs related to C4 now being in the equipment category.
->Various bugs related to the Berserker and zed time.
Added the bEnableEDARs config option- Set it to 1 and EDARs will spawn. Set it to 0 and EDARs will not spawn.

Lowered lifetime of raining regular and IOU dosh wads by 33% to increase performance.
Increased the base duration of the wave by ~28% in response to feedback.
Increased the base duration of the wave by ~16% to account for additional weapons.
Increased zed damage to players to be slightly above zero.
Increased syringe energy recharge back to normal.
Medic darts now get "overwhelmed" as well.
